Neville Cruz has been working in telecommunications industry in Puerto Rico and the Caribbean region since 1988. He is currently the Vice President of Network Engineering & Operations for OPEN Mobile in Puerto Rico. Graduated in 1988, he obtained a BSEE from University of Puerto Rico, School of Engineering, Mayaguez Campus, and a year later obtained his PE license as Professional License Engineer for Puerto Rico and USA. In that same year, started his professional career occupying the position of Transmission Engineer in Puerto Rico Telephone Company. In 1989 he was transferred to TLD, which by that time was PRT subsidiary, to work as network engineer. A year later was appointed RF Engineer and sent back to PRT to form the first RF Engineering division in the Island. As part of that group, had the opportunity to work in the first wireless network swap in the Island: from NEC NEAX AMPS cellular system, to Ericsson RBS 882 AMPS/TDMA-ready system. In 1992 Neville was appointed PRT’s Product Manager for wireless-related products, and performed in that position until 1995, when he accepted the position of Director of Wireless Engineering & Operations at Centennial, a newcomer by that time and the first real competitor to local ILEC, PRT. Worked in Centennial until 2000, when he decided to leave the company to create his owned professional practice, and founded Telecommunications Consulting Group. With TCG, Neville was consultant for companies like Lucent Technologies, Sprint PCS Puerto Rico, AT&T, Centennial Dominicana, Telefónica Empresas, Banco Popular, UNO Radio Group (Island’s biggest FM/AM Radio entrepreneurs), among others. In 2008 Neville joined OPEN Mobile to the present. Mr. Fallas has more than 10 years of experience in regulation of the telecommunications sector, including the areas of quality of service, operators-users relations and spectrum management. In the spectrum area, has extensive experience in spectrum planning, administration and monitoring, bidding process formulation and auctions, and also was the leader of the interdisciplinary group in charge of the design and implementation of the National Frequency Monitoring System and its administrative database.
